Decorating overhead is always something I like to do, as it says "the party is here". The easiest way to do this is with:
1) balloons, tissue paper poms, paper lanterns and/or
2) garlands, bunting, banners.
For our construction party, I used the latter: Meri Meri Big Rig garlands and also our printable party that has letter bunting that you can spell phrases with like WELCOME and HAPPY BIRTHDAY and the child's name.
The great thing about using the printable is you can also make all sorts of garlands to "label" areas: "DIG OUT" for the food station and "DANGER AHEAD" for the dessert table etc.
